Pope Honorius III orders the bishops of Tortosa [Anteradensis episcopus] and Valenia [Valaniensis episcopus] and the cantor Valaniensis to excommunicate all merchants who knowingly export or import merchandise [mercimonia] from or into the lands occupied by the count of Tripoli.
