Pope Honorius III orders the patriarch of Antioch and his suffragans in the patriarchate to promote the study of theology, with a magister theologus in each archdiocese as decreed by the [Fourth Lateran] Council, at the same time forbidding the teaching and study of civil law in Paris and repeating Pope Alexander III’s excommunication of those who did not return to their communities within 2 months of completing courses in civil law or medicine.

Pope Honorius III has heard that King John of Jerusalem has left Damietta and returned to Acre because of the threat to his dominions, but he has also heard that John intends to attack the kingdom of [Cilician] Armenia. Honorius forbids John to take this step, with the threat of excommunication. John should work for that Christian unity in the East, for which Cardinal Pelagius has argued strongly.

They will receive from magister Robertus de Lucca the revenues [from Damietta] and will divide them among the citizens of Bologna. Bonifacius and Baruffaldinus, capitanei crucesignatorum Bononensium, appoint Landulfus judex, Albertus Cattaneus and Fillocarus procurators of the commune of Bologna, with the responsibility of collecting from magister Robertus de Lucca 50 besants, of receiving from the papal legate the great tower that has been apportioned to the men of Bologna and Lucca, in the same way as towers have been granted to other Italians, and of the part of a smaller tower assigned to the men of Bologna and Lucca. text: Mar. 23. Lateran. The bishop of Acre has complained to the pope that when the pope had ordered the clergy of the diocese of Acre to respect the bishop’s ordinary jurisdiction, the archbishop of Caesarea, gathering abbots, other clergy and laity together, suspended the bishop in his absence, placed an interdict on the church of Acre and excommunicated the canons, in spite of the fact that an appeal had already been lodged with Cardinal Pelagius of Albano, the papal legate. When Magister Anselmus canonicus Acconensis stated that the archbishop had acted against the statutes of the general council and began to read the pope’s letter to the archbishop, the archbishop had him expelled, tearing his clothes and ripping up the letter. Pope Honorius III orders the archbishop of Nicosia and the bishop of Bethlehem to investigate and, if they find the account is true, to force the archbishop of make satisfaction and reprimand him for his injury to the pope.

These churchmen have argued, in spite of the many deadlines given by the pope and Cardinal Pelagius of Albano, that they are merely temporary residents [hospites] and exiles in the city. Pope Honorius III orders the clergy of the Genoese, Venetian and Pisan communities, and other bishops and clergy to subject themselves to the bishop. He orders the archbishop of Nicosia and the bishop of Bethlehem, to whom he also writes, to enforce his mandate.
