Pope Urban III informs the patriarch of Antioch that in spite of the orders of Popes Alexander III and Lucius III to Hugo de Gebelleto to pay an annual census and to swear an oath of fealty to the church and city of Genoa, the census has not been paid for 17 years. He orders the patriarch to enforce this.
