Because the dispute between the patriarchs of Antioch and Jerusalem over the boundary between the province of Tyre and the province Petracensis has not been resolved over a long period Pope Innocent orders the patriarch of Jerusalem, papal legate, and the canons of the Holy Sepulchtre to send suitable representatives to him in Rome during the 3 years from the next Feast of St Luke to answer the charges made by the patriarch of Antioch against the patriarch of Jerusalem’s predecessor and the canons.

Pope Innocent III has been informed by G. de Montebiliardi regni Iier[oso]l[im]itani comestabulus et Cypri regis tutor et bajulus regni [Cypri] that there had been an agreement between the late King Aimery of Cyprus and comes Henricus Ier[oso]l[im]itani regni dominus on the marriage of their sons and daughters, and over the county of Jaffa. The pope orders the patriarch of Jerusalem, papal legate, to see that the agreement is observed, once he has enquired into the truth of the matter.

He refers specifically to a house which belonged to the late Guillermus de Caurellis, which had been derelict and had been restored by the archbishop of Nicosia; a garden in Nicosia; and a prastia called Pallorum, granted in alms by King Aimery.

Replying to queries from the patriarch of Jerusalem, Pope Innocent III declares: (1) that priests who arrive in the East and cannot provide letters or testimony of their ordination should not be permitted to say Mass; (2) that priests and religious who have absconded and have adopted secular dress are not to be tolerated, unless they can prove that they have already been punished; (3) that he leaves the issue of clergy who have committed crime or irregularities or who, together with debtors, have sought sanctuary with the Knights Templar or Hospitallers of St John, to the patriarch, who knows the law.

He orders the patriarch of Jerusalem to assist the church of Antioch and, representing the pope, to absolve any canons of Antioch from excommunication, to assist in their canonical election of a new patriarch, to resolve the issue of a new dean and to impose the excommunication of the count of Tripoli strictly until he makes satisfaction.

Pope Innocent III informs the patriarch of Jerusalem and the magistri of the Knights Templar [militia Templi] and the Hospital of St John of Jerusalem that a major Christian army is being gathered in Germany and France, and that in Germany a general tax has been imposed with the agreement of the princes. He adds that 1000 librae Provenienses has been collected in the Temple in Paris, drawn from an alms gift from the Cistercians and from the fortieth imposed on Church incomes. This will be sent to the Holy Land. He asks them to prepare, not only in the province of Jerusalem, but also in Antioch and Tripoli, for the arrival of the Christian forces.

Pope Innocent III informs the patriarch of Jerusalem that he has heard recounted in many letters that the count of Tripoli has imprisoned the patriarch of Antioch and his 2 nephews. He is saddened by the dissension between the count and the Knights Templar on one side and King Leon of Armenia and his nephew on the other. He asks the patriarch of Jerusalem to work for the liberation of the patriarch of Antioch and his nephews, to release the count from excommunication if he frees them, and to mediate between the count and the Templars and the king of Armenia.
