It will pay no tithes on the products of its own labour. It is free of episcopal procurations in Jerusalem. It can enjoy revenues from infidel peasants [rustici infideles]. Anyone can be buried in its cemetery. It can receive alms on behalf of those who die. It can enjoy parochial rights in its parishes. It can have relations with excommunicates. It is to be secure in its possesions and rights, saving its canonical subjection to the Church of Jerusalem.

Two ambassadors sent to Pope Paschal II by Roger Antiochenus princeps and Patriarch Bernard of Antioch have asked that the pope restore the rights of the church of Antioch over the churches of Tyre, Beirut, Sidon and Acre, and all of the province [of Tyre] to the River [Belus/Na‘aman] [ad flumen quod iuxta Accon mare influit]. These dioceses have been detached and made subject to the patriarchate of Jerusalem. The pope refuses, citing the decree of pope Urban II at the council of Clermont, at which the First Crusade [via Ierosolimitana] was initiated. This decree granted rights over churches to the princes who conquered them.

After the death of his predecessor Gibelin, Arnulf, omnium Jherosolimitanorum humillimus a rege, clero et populo in pastorem electus et patriarchali honore sublimatus, institutes reforms in the church of the Holy Sepulchre, with the agreement of Baldwin, Dei nutu Jherosolimorum rex gloriosissimus imperans. The canons are to live according to the Rule of St Augustine and, with the advice of the king and the assent of the clergy and people of the patriarchate, they are to be allotted enough revenues to do so: half of the oblations of the faithful to the Holy Sepulchre; two thirds of candle money, the patriarch having one third; all oblations to the relic of the True Cross, which is in their custody, on all days except Good Friday and those occasions when the patriarch needs to carry the relic with him; the tithes of the whole of the city of Jerusalem and its environs, except for those from funda, which will be enjoyed by the patriarch; half the benefice the king gave in exchange for the bishopric of Bethlehem; the church of St Peter in Jaffa; and the church of Beatus Lazarus [in Bethany].

text: Jul. 19. Priverno. Pope Paschal II informs the king, churchmen and laity in the kingdom of Jerusalem of his reaction to accusations that Patriarch Arnulf was of illegitimate birth, had had relations with women and had been forced on the church of Jerusalem by the king. The leader of the party of accusers was Archbishop Evremar of Caesarea, using as witnesses two women, one being the wife of Girardus and the other said to be a Muslim [Sarracena]. Paschal had despatched a legate to the East and Arnulf and many of his brother bishops had been summoned to Italy. Many letters in support of Arnulf were sent to Rome, stating that he had already been given a papal dispensation, and there were protests at the one-sided decision of the papal legates. Aschetillus episcopus Bethlehem, Hugo abbas monasteruii de Valle Iosaphat, Arnaldus prior ecclesie de Monte Syon, and Petrus and Guillelmus canonici ecclesie dominici Sepulcri swear that they elected Arnulf to the patriarchate without fear of royal violence. Arnulf swears that he is innocent of any criminal charges. Pope Paschal restores Arnulf to the patriarchate.
