text: †Apr. 13. Nablus. In aula regia. Fulk, dei gratia tercius Ierusalem rex, and his wife Melisende make a sealed eleemosynary grant to the commune of Marseille. They give the commune the privilege of having a rua and a church in Acre and Jerusalem and in every city in the kingdom which they helped take. They give a fief-rent of 400 Saracen besants, to be paid quarterly from the funda of Jaffa. This deed is made on Mt Sion in the presence of Arnaldus prior Montis Syon. text: †Sept. 23. Jerusalem. Baldwin, per gratia dei in sancta civitate Iherusalem Latinorum rex quartus, gives the commune of Marseille under seal a church, oven and rua in Jerusalem, Acre and all the ports of his kingdom, together with freedom to enter and leave, buy and sell without paying dues. He gives this in recognition of the assistance rendered by the commune in the taking of the territories of Jerusalem and Tripoli. In return for the contribution of 3,000 besants made by the commune to the capture of Ascalon and Jaffa, King Baldwin gives Marseille a casale [casellium] on the boundary between Ascalon and Jaffa called Ramie with all its rustici and animals. The king’s gift is reinforced by the promise of the papal legate, Patriarch G. of Jerusalem, Radulfus episcopus Bethleem and all the bishops to excommunicate all who would challenge it. Radulfus Bethleem episcopus records under seal that with the consent of his chapter he has pledged [as a vifgage] to the commune of Marseille the casale of Romadet and houses in Acre near the houses of the Temple. This is in exchange for 1211 Saracen besants. If the debt is not repaid the commune can dispose of the properties as it wishes. With the agreement of his wife Isabella, the daughter of King Amalric, Aimery, per dei gratia Ierusalem Latinorum rex nonus et rex Cypri, confirms all previous gifts made to the commune of Marseille by kings of Jerusalem, in return for its assistance in acquiring their kingdom. They confirm especially whatever Marseille has in Acre and all the maritime cities through charters from King Fulk and King Amalric. In return for the assistance of Marseille in bringing aid to Jaffa and the kingdom of Cyprus with 2800 Saracen besants, the commune has freedom to enter and leave, sell and buy in Cyprus, without the payment of dues. He also gives one of the royal casalia in Cyprus, called Flacie, with all its rustici and animals. E. [Aymar Monachus] patriarch of Jerusalem and Iossius archiepiscopus and all the prelates are instructed to excommunicate all who challenge these confirmations and gifts. text: Sept. 22. Iohannes de Ybelino dominus Berithi makes a sealed grant to the commune of Marseille. He gives all members of the commune who arrive at the port of Beirut in their ships [naves] or in other vessels [vaiselli] from overseas or Greece [Romania] or from along the Levantine coast [riparia] the freedom to import their goods into Beirut, to sell them, and to export whatever they buy in the funda of Beirut without the payment of dues [sine iura et costuma]. He also gives them the right to have a curia, which can deal with cases involving disputes between themselves and the members of other communes, but he reserves those involving homicide or the spilling of blood. text: Mar. 1-31. Nicosia. At the request of Geraut Oliuer consele des Marsseiles en Accre and Reymond de Conches, who, representing the commune of Marseilles, the people of Montpellier and other Provençaux, came into his presence and that of his court, Henry, par la grace de deu Roi de Chypre, confirms for these merchants that they need pay dues of only 4 per cent on merchandise they bring from Europe [outremer] and sell, and that they can take out any goods they do not sell without payment of dues. They should pay the full tax on goods they buy in Cyprus. Should they bring merchandise from Konya [la terre de sultan de Come] or from lands on this side of the sea, they should only pay 4 per cent on goods they sell in Cyprus. If they take out goods they have not sold, they should pay 1 besant for each quintar of alum, 2 besants on each quintar of wool [laine], 1 per cent [356] on timber [?boquines], half a besant on each rote of silk and 1 per cent on rolls [draps] of silk and all other merchandise. The tax will be payable once on each voyage and will be taken at the point of disembarkment. All persons covered by this privilege will swear to maintain the security of the crown and to pay their dues; otherwise they will be charged the full rates of taxation.
