He takes the Order of Montjoie under papal protection and approves the Rule of a Military Order. [167] He confirms the following possessions: the locus [on] Mons Gaudii where the house of the Order is situated, outside the walls of Jerusalem; Tuanasaba given by King Baldwin III, the Turris Puellarum with 3 other towers and a garden adjacent in the city of Ascalon; 100 besants [aurei] drawn annually from the funda of Ascalon; Palmaria given by Guido de Scandalione; 300 besants [aurei] drawn annually from the logia in Acre where bread is sold; 400 besants [aurei] drawn annually from the Gate of David [in Jerusalem]; a house of Carroblerius; and properties in Lombardy and Iberia. The Order is permitted to build oratories in remote places, although with some powers allowed to bishops. It is exempted from much episcopal jurisdiction, although its churches should be subject to local bishops. It is freed from the payment of tithes and first fruits on lands cultivated by the brothers themselves or providing animal fodder or on newly established churches and villae in deserted places. It can admit secular priests and laymen.

This was later confirmed by his sons, dominus Philippus Neapolitanus, dominus Guido Francigena and dominus Henricus Bubalus, and in a sealed confirmation by the king. Now Reginaldus, once prince of Antioch and now Montisregalis et Hebron dominus, with the agreement of his wife Stephania, Hanfredus the son of Stephania and his wife Elisabeth, the daughter of the king of Jerusalem, makes a sealed eleemosynary grant, giving St Mary the other half of the casale, together with its gastina. In return, the abbot and convent of St Mary will delegate an ordained monk to celebrate divine office in the church always and they will ensure that a lamp with sufficient oil will burn day and night before the tomb of the Blessed Virgin Mary and a candle which will be always lit at Mass, Vespers and Matins for the souls of all the aforesaid benefactors. Reiterating a papal warning to observe the traditions and customs of Raimundus [Raymond of Puy], he reminds the master that the Hospitallers should abstain from bearing arms, according to the custom established by Raymond, except when the Relic of the True Cross is brought on campaign for the defence of the kingdom or for the siege of some pagan city, and then only if it is clear that armed assistance is necessary. The Hospital of St John of Jerusalem was instituted for the reception and refection of the poor, who are better defended by love and mercy than by force of arms. The pope is concerned lest the care of the poor be diminished, because of the expense of obtaining arms.
