Innocent IV writes to the patriarch of Jerusalem (Robert de Nantes), relating that King [Henry I] of Cyprus, lord of the Kingdom of Jerusalem, informed him of that the law cases that sometimes arise among widows and orphans and between them and other layfolk of the Kingdom of Jerusalem have been concluded in the secular forum by ancient, approved and hitherto peacefully observed custom. But the prelates of the kingdom are dragging these layfolk before them in legal cases at the behest of these widows and orphans, and they compel them through sentence of excommunication to respond under their examination and conclude these cases in their courts, without warning those in whose jurisdiction they layfolk come, or without any prior [secular] negligence in showing the complement of justice to the widows and orphans, to the king’s prejudice. The pope orders the patriarch to warn and induce the prelates not to interfere in any way in cases that do not pertain to them without prior warning and negligence. Otherwise they shall conduct an inquiry and enforce their decision with ecclesiastical censure, papal indulgences and de duabus dietis notwithstanding.

Henry, by the grace of God king of Cyprus (par la grace de Dex rei de Chypre) et seignor del reaume de Jerusalem, licences under the seal of Brother William of Chastel Neuf (frere Guillaume de Chasteel Neuf), master of the Order of the Hospital of St John (maistre de la sainte maison de l’Ospital de Saint Johan), to construct 2 gates for the profit of the Hospital of St John of Jerusalem [at either end of] the street (rue) under the Order’s vote. The street runs between on one side l’ospital des malades and the church of St John, and on the other the brothers’ grant maneir. The brothers can build one of the gates towards the place where one enters the rue des Geneveis and the other towards the bathhouse (bains) which is called St John and where on enters the rue des Provensaus. The master (maistre) and brothers of the Hospital of St John will hold the gates and their keys, keeping them open during daytime, so that the rue under the vote and the gate before the bathhouse of St John will be for public use (seit comune a totes gens), going and coming, entering and leaving. During the night-time the brothers of the Hospital will close the gates and will have custody of the keys to them, so that no one, not even the king, may enter the rue. Pope Innocent IV writes to Patriarch [Opizo Fieschi] of Antioch and Bishop [Opizo] of Tripoli, relating that the approved tradition in Antioch is said to be that anyone completing his 15th year obtains full dominion over his goods and is considered an adult in all things. Since the noble man Bohemond [VI], the son of the late Prince B[ohemond V] of Antioch and count of Tripoli, has begun his fifteenth year, as the pope has learned, and will complete it next August, therefore, notwithstanding the guardianship or regency that the noble woman [Lucia Conti di Segni], his mother, must exercise until that month according to local tradition, softening the rigour of the law in this matter with his plenitude of power, the pope orders the addressees to have [Bohemond] given the rights in the Principality of Antioch and the county of Tripoli (in such a way that his mother’s dowry is not affected), especially since she cannot usefully govern the principality and the county in these times, although she is a noble, because they are assailed by many evildoers and the enemies of the Christian faith, whom the fear of God does not restrain unless the temporal sword forces them. The addressees shall use ecclesiastical censure against rebels and anyone who contradicts, after a warning, without appeal, notwithstanding various obstacles.
