Innocent IV writes to the archdeacon of Sidon, Master Filippo, relating that he was informed on Filippo’s behalf that, since [cardinal-]bishop of Albano (Pierre de Colmieu) conferred on him, on papal authority, the then vacant archdeaconate of Sidon and invested him with it, and the pope confirmed this collation and investiture, he fears lest he was bound by a sentence of excommunication at the time of the collation and investiture, although he does not believe he was, and he asks the pope to provide for him. The pope wishes the collation, investiture and confirmation to remain in force, that sentence notwithstanding, if perhaps unaware he was then bound by it, provided that he is not bound at present.

Pope Innocent IV informs the [cardinal-]bishop of Tusculum (Frascati) and papal legate (Eudes de Châteauroux) about his project for the Holy Land, which represents for the Christians ‘a stairway to the heavenly kingdom’. The pope wants to unify the spiritual and temporal swords in the context of the crusade led by the king of France [Louis IX], and on the advice of the cardinals he has decided to send the addressee along as legate. The legate’s power extends to the army of the crusade and all the Christian provinces and lands there, all kingdoms, areas and nations of Outremer, and all islands beyond Sicily. The legate is expected to fulfil his task with humility and devotion in order to be commended by God and men. In particular, the pope asks him to perform his office with prudence and solicitude, as he inherited the power root up, destroy, pull down, waste, build up and plant (Jeremiah 1:10).

Pope Innocent IV writes to the [cardinal-]bishop of Tusculum (Frascati) and papal legate (Eudes de Châteauroux), ordering him to preach the crusade with other worthy regular or secular clerics in the area of his legation. The legate is responsible for appointing official preachers, compelling rebels and those who contradict with ecclesiastical censure without appeal. The pope grants him the power to offer special indulgences to those who hear him and his fellow preachers and are truly penitent and have confessed; the power to absolve those who have laid violent hands on secular clerics and religious persons and those who are arsonists (if they make fitting satisfaction for the damages), those excommunicated for not paying the tenth or twentieth assigned to the business of the Holy Land (if they make satisfaction), the sacrilegious, those who have visited the Holy Sepulchre against the papal prohibition, the supporters of the Albigensian heretics against the Catholics, and those who have brought iron, weapons, wood and prohibited wares to the Saracens or otherwise gave them advice, assistance and support; the power of reconciling the penitent as long as they are crusaders or wish to assume the sign of the cross; and the power of commuting other vows into the crusading vow. The legate is also expected to force with ecclesiastical censure and without appeal the former crusaders to fulfil their vows if they have renounced them.

Pope Innocent IV writes to the [cardinal-]bishop of Tusculum (Frascati) and papal legate (Eudes de Châteauroux), relating that since, as he has learned, some people of Outremer maliciously have their adversaries in those parts cited to appear in various places by securing papal letters to various judges, in order to exhaust their adversaries with labour and expense and force them to renounce the judicial proceedings, he is ordering the legate to forbid the judges from proceeding on the basis of these malicious citations, unless perhaps the litigation before them has already begun, in which case he is to follow his judgment. He shall use ecclesiastical censure against the disobedient.
