Pope Gregory IX orders the patriarch of Antioch, the papal legate, to bring about the subjection of the nobles of the kingdom of Jerusalem, the citizens of Acre and others to the emperor Frederick and his son, the legitimate heir to the kingdom of Jerusalem, having taken the advice of the magistri of the Knights Templar and the Hospital of St John of Jerusalem. Frederick has assured the pope that he will preserve the rights of his subjects in the region.

Pope Gregory IX authorizes the patriarch of Antioch, the papal legate, to absolve pilgrims or crusaders, whose lives may be in danger, but who have been excommunicated for using violence against clergy, provided the crimes are not too severe and provided the individuals are not subject to the jurisdiction of the patriarch of Jerusalem.
